Municipal Sewer Projects
Maxim Engineering has been planning and designing municipal sewer line extensions for many years. These projects involve only collecting
the sewage and sending it to a central plant for treatment and disposal. The projects involve residential subdivisions, mobile home parks,
and commerical developments. We have extended sewer lines in Coeburn, Norton, Wise and Big Stone Gap in Wise County, and Clintwood and
Clinchco in Dickenson County.
Long Fork Reclamation Project
Long Fork is a typical stream located in Southwestern Virginia. Erosion from unreclaimed 1940's, 50's and 60's coal mines had
clogged the stream causing frequent flooding of the narrow valley. Reclamation at this project eliminated the source of the
sedimentation, cleaned out the stream channel, and stablized it to eliminate future erosin. Small dams were constructed in
the stream channel to improve the fish habitat. In addition, over 4,000 feet of channel riprap was used to stabilize the
channel and create a more natural environment. Gabion walls were installed in sections of the stream with unstable banks.
Most of the reclamation work at this project was in the narrow valley between the road and residents houses. Upon completion,
over 9,500 feet of stream had been cleaned out and over 25,000 cubic yards of material removed. Sediment removed from the stream
was trucked to a nearby abandoned mine and used to cover dangerous highwalls. This project was recently awarded the best reclamation
project in the United States by the U.S. Office of Surface Mining.
Bear Creek Subdivision - Phase 2 (Water, Sewer, Road, & Drainage)
The Bear Creek Subdivision is a residential subdivision located off of State Route 640
approximately one mile east of the town of Wise. The subdivision has a total of about 160 acres,
and will be developed in phases. Phase 1 consisted of 36 lots, and Phase 2 includes 45 lots, with
future phases increasing the total to an estimated 240 lots.
Water service to the Bear Creek Subdivision - Phase 2 will be provided by the town of Wise,
from it’s water system extension serving the Lonesome Pine Regional Business & Technology Park.
This park is located on State Route 723 near the Lonesome Pine Airport. The town’s water supply
is the Bear Creek Reservoir (volume 262 million gallons), located adjacent to the Business &
Technology Park, where the town operates a 1.5 mgd water treatment plant. The plant currently
operates at approximately 950,000 gpd, so there is adequate capacity for supplying the 45 lot
subdivision expansion.
The proposed Bear Creek Subdivision Phase 2 distribution system consists of 6-inch and 4-
inch water lines, connecting from the town’s 8-inch water main serving Phase 1. Plans showing the
water system layout are attached. The majority of the new water line will be laid in mine soil
generated by surface mining activity conducted 20 to 30 years ago. The texture of the mine soil is
generally sandy loam or sandy clay loam. No bedrock should be encountered, although varying
quantities of shale, siltstone, and sandstone fragments can be expected. No requirement for blasting
is anticipated, however.
A hydraulic analysis of the proposed water system has been prepared, using theWaterCadd
computerized modeling program. Findings of the hydraulic
analyses are that the proposed water system performs satisfactory under all modeling scenarios.
Pressures in the Phase 2 area range from a low of 101 psi at the highest point in the Phase 2
subdivision during peak demand conditions
to a high of 122 psi at the lowest point in the subdivision during static conditions.
Fire protection is provided, with an available fire flow of 1019 gpm,
exceeding the 500 gpm requirement as established by the fire chief for the town of Wise.
The Phase 2 expansion area will be provided public sewer by connection to the town of Wise
existing 8-inch sewer main that is located on Bear Creek Meadows Drive, which serves Phase 1 of
the subdivision. Sewage treatment will be at the 4.0 mgd CNW regional wastewater plant, which
currently treats from1.5 mgd (dry periods) to >4.0 mgd (wet periods), with an average of 3.1 mgd.
A sewer collection system consisting of 8-inch and 6-inch gravity sewer lines will be
installed within the Phase 2 expansion area. The sewer system will be constructed in accordance
with the Town of Wise Master Sewer Line Technical Specifications (March 1999) and the Virginia
Sewage Collection and Treatment Regulations (February 2004). The sewer system will be conveyed
to the town of Wise for ownership and maintenance upon completion of construction.
Ramsey/University of Virginia at Wise Project
Maxim is currently performing a feasibility study for a potential new road between Route 58 at Ramsey, just east of Norton,
Virginia to the University of Virginia at Wise, Virginia.
Indian Creek Water Project
Maxim completed the design of this water utility extension in areas between Wise, Virginia and Pound,
Virginia which have never had public water.
Bold Camp/Killen Hollow Water Project
Maxim completed the design of this water utility extension in areas south of Pound, Virginia which have never had public
water.
Vansant Emergency Highwall Project
This was an emergency situation, therefore, all the requirements for the project were performed in an expedited manner.
Past coal surface mining activity had resulted in an unstable highwall and presented a danger to persons living in this area.
Investigatvie studies, including drilling, were conducted to provide an engineering design plan and specifications for a
highwall stabilization plan. This project was required in order to protect the health and safety of the persons living in this area.
