EXPERIENCE

Mr. Blackstock has been employed as a Project Manager by Maxim Engineering, Inc. since 1991, where he plans and
executes projects involving coal surface mining and reclamation operations. His duties include client and regulatory
agency communications, project design and planning, mapping, and report preparation.

From 1985 through 1990, Mr. Blackstock was employed by the Virginia Division of Mined Land Reclamation as a Reclamation
Inspector, where he worked both in the field and as a reviewer of permit applications for coal surface mining and
reclamation operations. As a Field Inspector, Mr. Blackstock was responsible for ensuring regulatory compliance with
all aspects in the Coal Surface Mining Reclamation Regulations. As a Review Inspector, primary duties involved more
specific legal, financial, and compliance aspects of permit, revision, and renewal applications.

From 1978 through 1984, Mr. Blackstock worked with the Virginia Division of Parks, where he was responsible for all aspects
of State Park operations and protection. Mr. Blackstock served at three different park units during this period, and held
the position of Chief Ranger beginning in 1980.
